Many school districts are working to implement the new IDEA law and regulations regarding SLD identification in the context of a Tier-based Response to Intervention (RTI) model. Today I learned of on school system (Wayne County) that uses, for the cognitive strenghts and weaknesses component, the Cattell-Horn-Carroll (CHC) model.
